A graduate of the Institute of International Relations at Taras Shevchenko National University of Kyiv, he previously held several administrative roles, including serving as the head of the Kirovohrad Regional State Administration and the State Agency for the Restoration of Donbas. Nikolaenko has been active in various political movements, including leading the Osnova party, and is a member of the Batkivshchyna party. Beyond his political career, he has served as the president of the Baseball and Softball Federation of Ukraine.
