He has served as a member of the Puerto Rico House of Representatives representing District 37 since 1992, making him one of the longest-serving incumbent legislators in the territory's history. Prior to his tenure in the House, he worked in government administration, served as a municipal legislator, and was elected Mayor of Río Grande in 1984.
