Elise Bjørnebekk-Waagen is a Norwegian politician representing the Labour Party. She has served as a member of the Storting for Østfold since 2017, having previously served as a deputy representative from 2013 to 2017. In 2021, she assumed the role of second deputy leader of the Standing Committee on Education, Research and Church Affairs. Before her national parliamentary career, she was a member of the Sarpsborg municipal council from 2015 to 2019. A survivor of the 2011 Utøya massacre, she has remained active in public service and national politics.
