Mamoru Fukuyama is a Japanese politician currently serving as a Member of the House of Councillors and as the Parliamentary Vice-Minister of Justice. Born in Tokushima in 1952, he began his political career in the Tokushima City Council and later served six terms in the Tokushima Prefectural Assembly, including a tenure as its 82nd Speaker. Fukuyama subsequently served three terms in the House of Representatives, where he held roles as Parliamentary Vice-Minister of Cabinet Office and Parliamentary Vice-Minister of the Environment. Known for his conservative policy positions, he supports constitutional revision, including the addition of an emergency clause, and has expressed support for selective married-couple surnames and same-sex marriage in recent surveys. He was elected to the House of Councillors in 2025 via the proportional representation system.
