Before his election to the state parliament, he served as the District Administrator (Landrat) of Garmisch-Partenkirchen from 2002 to 2013 and as the Mayor of Murnau am Staffelsee from 1996 to 2002. A trained banker and political scientist, he previously worked in the Bavarian State Chancellery. Kühn is active in various regional committees and was awarded the Bavarian Order of Merit in 2025.
