Before his election as mayor in 2022, he served three terms as a member of the Busan Metropolitan Council, where he held positions including Vice Chairman. A former business executive, he holds a master's degree in Food Industry Engineering from Pukyong National University. He is a member of the People Power Party and has been active in local urban planning and policy advisory roles.
