Marcy Kaptur is an American politician who has served as the U.S. representative for Ohio's 9th congressional district since 1983, making her the longest-serving woman in congressional history. Born in Toledo, she holds degrees from the University of Wisconsin–Madison and the University of Michigan. Before entering Congress, she worked as an urban planner and served as a domestic policy advisor in the Carter administration. A self-described economic populist, Kaptur is known for her long-standing opposition to free trade agreements like NAFTA and her advocacy for working-class economic priorities. She serves on the House Appropriations and Budget Committees and was instrumental in the establishment of the National World War II Memorial.
