Born in 1971 in Adana, Turkey, he moved to Bremerhaven in 1996, where he continues to reside. Professionally, he is a qualified environmental engineer. Kocaağa has been active in local politics as a member of the Bremerhaven City Council since 2019. In the 2023 Bremen state election, he secured a seat in the state parliament representing the party Die Linke.
