Pham Phu Binh is a Vietnamese politician and economist currently serving as a Standing Member of the Foreign Affairs Committee of the National Assembly. Born in 1973, he holds a PhD in Management Science from the University of Leeds. Before his legislative career, he held senior positions at the Ministry of Natural Resources and Environment, including Director of the Department of International Cooperation. He is also active in international parliamentary diplomacy, serving as Vice Chairman of the Vietnam-Russia and Vietnam-UK friendship groups.
