Victor Topanou is a Beninese politician, academic, and Member of the National Assembly of Benin elected in January 2023, where he presides over the Commission for Education, Culture, Employment, and Social Affairs. Born in Cotonou in July 1963, he serves as a university senior lecturer and previously held prominent government roles, including Secretary General of the Government, Minister of Justice and Legislation, and government spokesperson under President Thomas Boni Yayi. He has also contributed extensively to academic research and political reforms in Benin.
