Born in Cleveland and raised in Belmont, Mississippi, he holds a Bachelor of Accountancy, a Master of Taxation, and a Juris Doctor from the University of Mississippi. Before his legislative career, he worked in the wholesale grocery industry and founded the Sparks Law Firm. In the Senate, he chairs the Economic and Workforce Development committee and serves on several others, including Judiciary and Finance. He is known for his conservative affiliations, including membership in the National Rifle Association and the Federalist Society, and notably voted against changing the Mississippi state flag.
