Denise L. Carter is an American government official who served as the Acting United States Secretary of Education from January 20, 2025, to March 3, 2025. Prior to this appointment by President Donald Trump, she held various leadership roles within the United States Department of Health and Human Services, including Deputy Assistant Secretary for Human Resources. She also served as the Acting Chief Operating Officer for Federal Student Aid and as the principal deputy chief operating officer for the same agency. Carter retired from public service in April 2025 after a career spanning over three decades.
