A doctor of international economic law, he previously held ministerial positions in higher education and the environment. Before his government service, he was a consultant in international trade and led the National Water Company of Senegal. Diouf founded the political party AWALE in 2021 and has been an active voice in Senegalese economic policy and regional integration.
