Jaak Pihlak

Jaak Pihlak is an Estonian politician, historian, and heritage conservationist who has served as the Mayor of Viljandi since December 2025. Before entering his current mayoral role, he had a long and distinguished career as the director of the Viljandi Museum from 1991 to 2025. A member of the Isamaa party, Pihlak is widely recognized for his extensive research and numerous publications on Estonian military history, particularly regarding the War of Independence and the recipients of the Freedom Cross. Throughout his career, he has been a prominent advocate for the preservation of historical monuments and the commemoration of Estonian independence figures.
