He has served as an MP since 2015 and held various ministerial and shadow cabinet roles, including Shadow Secretary of State for Transport and Shadow Environment Secretary. Prior to entering Parliament, he served as leader of Oldham Metropolitan Borough Council and has been actively involved in local government devolution and community reform initiatives.
