Joan Seccombe, Baroness Seccombe is a British Conservative Party politician and a life peer in the House of Lords. Born Joan Anna Dalziel Owen in 1930, she was created a Dame Commander of the Order of the British Empire (DBE) in 1984 for her public service. She was elevated to the peerage on February 14, 1991, taking the title Baroness Seccombe of Kineton in the County of Warwickshire. Throughout her parliamentary career, she has served in various roles, including as an Opposition Whip and as the Opposition Spokesperson for Constitutional and Legal Affairs and Justice between 1997 and 2001.
