A member of the Republican Party, he has represented the 159th district in the Georgia House of Representatives since 2013, having previously served the 157th district starting in 2005. Before becoming Speaker, he held the position of House Majority Leader from 2015 to 2023. Burns is a veteran of the Georgia Army National Guard and resides in Newington, Georgia, with his family.
