A lawyer by profession, he has held numerous high-level positions throughout his career, including serving as the federal Secretary of Agrarian, Land, and Urban Development from 2012 to 2015. He has been a federal deputy on multiple occasions and twice served as the president of the Chamber of Deputies. After a long tenure with the Institutional Revolutionary Party, he joined the Ecologist Green Party of Mexico in 2023 and was re-elected to the Senate in 2024.
