After passing the 31st Public Administration Examination in 1987, he held various high-level positions in the Seoul Metropolitan Government and the Ministry of the Interior and Safety, including serving as the Administrative Vice Mayor of Incheon. Elected as the Mayor of Seocho District in 2022 and re-elected in 2026, he is recognized for his focus on administrative innovation, including the establishment of the Yangje AI Special Zone and the promotion of smart city initiatives. He holds a doctorate in public administration from the University of Seoul.
