Born in 1954, he began his career as a bureaucrat in the Ministry of Home Affairs, where he specialized in local government administration and fiscal policy. After retiring from the ministry in 2012, he served as Deputy Mayor of Kobe before being elected mayor in 2013. Throughout his tenure, Hisamoto has focused on urban redevelopment, fiscal reform, and the promotion of local industries. He is known for his administrative expertise and has also served as the chairman of the Designated City Mayors' Association.
