A career civil servant who passed the 7th-grade open competitive recruitment examination in 1981, he held various positions within the Ministry of the Interior and Safety before entering local politics. He has achieved a historic record as the first four-term mayor of Seosan, having served multiple non-consecutive terms starting in 2011. He holds a doctorate in IT Policy and Management from Soongsil University and is affiliated with the People Power Party.
