Holta Duda is an Albanian public official currently serving as the Prefect of Shkodër County, a position she assumed in November 2025. Born in Shkodër on October 6, 1984, she is a medical professional by training, having earned her degree in General Medicine from the University of Tirana (2003–2009) and completed a long-term specialization in Allergology and Clinical Immunology. Since May 2025, she has been pursuing doctoral studies at the University of Medicine in Tirana. As Prefect, she oversees regional civil protection, tourism development coordination, and inter-institutional cooperation within the Shkodër region.
