Marcelino Libanan is a Filipino lawyer and politician currently serving as the House Minority Leader in the House of Representatives of the Philippines. First elected to Congress in 1998 representing Eastern Samar, he later served as the Commissioner of the Bureau of Immigration from 2007 to 2010.
