Marcelino Libanan

Marcelino Libanan is a Filipino lawyer and politician currently serving as the House Minority Leader in the House of Representatives of the Philippines. First elected to Congress in 1998 representing Eastern Samar, he later served as the Commissioner of the Bureau of Immigration from 2007 to 2010. Returning to electoral politics in 2022 as a sectoral representative for the 4Ps Partylist, Libanan has been a prominent figure in legislative debates, including his role as lead prosecutor in the impeachment proceedings against Sara Duterte. Throughout his career, he has focused on health, education, and regional development initiatives.
