A member of the Democratic Party, he has represented the 1st District in the Connecticut House of Representatives since 2010. Prior to his speakership, he served as the House Majority Leader from 2017 to 2021 and spent three years on the Hartford City Council. Ritter is a partner at the law firm Shipman & Goodwin, specializing in public finance, municipal law, and election law.
