Born in Manitowoc, Wisconsin, he previously served on the Dane County Board of Supervisors and worked as a legislative aide to U.S. Senator Russ Feingold. Bare has a background in public policy, having served as a research director for the Community Advocates Public Policy Institute, where he focused on poverty prevention and Affordable Care Act implementation. He is also a co-founder of the Wisconsin chapter of the New Leaders Council and a co-owner of the Olbrich Biergarten in Madison.
