Milton Castellanos Gout was a Mexican politician and lawyer who served as the 16th Municipal President of Mexicali from 1989 to 1992. Born in Chiapas, he moved to Baja California as a child and later pursued a career in law and public administration. Throughout his political life, he held several key positions, including Director General of ISSSTECALI and deputy in the Baja California State Congress. After retiring from active politics in 2000, he dedicated his later years to academia, teaching law at the Autonomous University of Baja California and the Ibero-American University. He passed away in 2023.
