Mukhtar Babayev is an Azerbaijani politician born on October 16, 1967, in Baku. He serves as the Representative of the President of the Republic of Azerbaijan for Climate Issues and previously held the position of Minister of Ecology and Natural Resources from 2018 to 2025. A member of the ruling New Azerbaijan Party, he also served as a deputy in the National Assembly and was appointed President of the 29th session of the United Nations Climate Change Conference (COP29). Before entering full-time politics, he built an extensive career working with SOCAR, the state-owned petroleum company, where he served as Vice President for Ecology.
