Born in Manchester in 1995, he previously served as a councillor for the Audenshaw ward on the Tameside Metropolitan Borough Council from 2014 to 2023. Ryan holds a degree in Modern History with Politics from the University of Manchester and a Graduate Diploma in Law. His political focus includes addressing generational worklessness. In May 2026, he was appointed as a Parliamentary Private Secretary to the Department of Health and Social Care.
