A graduate of the United States Military Academy and Georgetown University, he served two combat tours in Iraq before transitioning into the technology sector as a software entrepreneur. Prior to his election to Congress, Ryan served as the Ulster County Executive, where he implemented a universal basic income pilot program and advanced renewable energy initiatives. Since entering the House of Representatives in 2022, he has focused on issues including veteran affairs, abortion rights, and infrastructure recovery in the Hudson Valley.
