Paul Liu Jin-ching is a Taiwanese business executive and politician who served as the Minister of the National Development Council from 2024 to 2025. Before entering public service, he built an extensive career in the private sector, working as an executive for global business services at IBM Taiwan, becoming director of its General Business division in 2011, and later serving as executive vice president and chairman of PricewaterhouseCoopers Taiwan from 2012 to 2021.
