Phan Chí Hiếu is a Vietnamese politician, legal scholar, and educator currently serving as a Member of the National Assembly of Vietnam for the 16th tenure and as the Chairman of the Committee for Legal and Judicial Affairs of the National Assembly. A member of the 14th Central Committee of the Communist Party of Vietnam, he has held significant leadership roles, including President of the Vietnam Academy of Social Sciences and Deputy Minister of Justice. With a doctorate in law from Russia, he spent over 25 years in the legal sector, previously serving as the Rector of Hanoi Law University and Director of the Judicial Academy. His career is marked by extensive contributions to legal education, judicial reform, and party theory, alongside his ongoing legislative responsibilities.
