Born in 1956, Ramos previously worked as a therapy aide at the Pilgrim Psychiatric Center, an emergency medical technician, and a Suffolk County police officer, where he served in the narcotics unit as an undercover officer and later as a detective. First elected to the Assembly in 2002, he has since focused on legislative work involving labor, local government, education, and aging issues.
