Phylis Jepkemoi Bartoo is a Kenyan politician and academic who has served as the Member of Parliament for the Moiben Constituency since 2022. Before entering politics, she had a distinguished career in academia, serving as a professor of linguistics at Egerton University for fifteen years and as the chair of the Department of Literature, Language, and Linguistics. She holds a Ph.D. in linguistics from the University of the Witwatersrand in South Africa. As a member of the United Democratic Alliance, she was elected during the 2022 general election as part of a significant increase in the number of women serving in the Kenyan Parliament.
