Rachel Talbot Ross is an American politician and civil rights activist serving as a member of the Maine Senate. A Democrat from Portland, she has achieved several historic milestones, including becoming the first Black woman elected to the Maine Legislature in 2016 and the first Black person to serve as Speaker of the Maine House of Representatives. Throughout her career, she has championed criminal justice reform and authored legislation requiring racial impact assessments for new laws. A ninth-generation Maine resident, she continues a family legacy of public service established by her father, Gerald Talbot, Maine's first Black legislator.
