Born and raised in Seattle, she earned a Bachelor of Arts degree in theology and humanities from Seattle University. Prior to her legislative career, Saldaña worked as a labor organizer for farmworkers and the Service Employees International Union, and served as the executive director of the advocacy group Puget Sound Sage. She has focused her legislative work on transportation and labor issues, and currently serves on several community organization boards.
