Richard Cyril "Rip" Sullivan Jr. is an American politician serving as a member of the Virginia House of Delegates representing the 6th district. A graduate of Amherst College and the University of Virginia School of Law, Sullivan practiced law in Northern Virginia for nearly three decades. Before his legislative career, he helped establish the United States Institute of Peace. Since his election to the House in 2014, he has been a prominent advocate for environmental policy, notably introducing and helping pass the Virginia Clean Economy Act in 2020.
