Before her election to Congress, she served in the Illinois House of Representatives from 2003 to 2007, worked as chief of staff for the Illinois State Treasurer, and served as the chief administrative officer for Cook County. Kelly holds a Ph.D. in political science and has focused her legislative career on issues such as gun control, healthcare, and economic development. She is a member of the Congressional Black Caucus and has consistently aligned with Democratic party leadership on major policy initiatives.
