Born in Nagoya, she graduated from Aichi Shukutoku University with a degree in English literature. Before entering politics, she worked as a wedding venue staff member and later managed a construction and interior design business with her husband. Sugimoto became politically active in response to government policies during the COVID-19 pandemic, specifically questioning vaccination campaigns and movement restrictions. She ran unsuccessfully for the House of Representatives in 2024 before winning her seat in the House of Councillors in 2025.
