Vladimiro Huaroc Portocarrero is a Peruvian anthropologist, public official, and politician who serves as Minister of the Environment in the government of Keiko Fujimori. Born in Huancayo in 1948, he worked extensively with the United Nations High Commissioner for Refugees and later entered regional politics, serving as President of the Regional Government of Junín from 2007 to 2010. Over his career, Huaroc has been involved with various political movements including Social Force and Popular Force, and has also specialized in conflict prevention and social dialogue.
