Andrea Kötter

Andrea Kötter is a German politician and a member of the Social Democratic Party (SPD). She currently serves as a member of the Landtag of Lower Saxony, having assumed office again in November 2025 after previously serving from 2021 to 2022. A long-time local politician, she has been a member of the Meppen city council since 2001 and the Emsland district council since 2011. Kötter, who worked as a banking professional at Sparkasse Emsland before her legislative career, also holds leadership roles within the SPD at the district and state levels and serves as the district chair of the Social Association Germany (SoVD).
