A member of the Labour Party (PvdA), he previously served as a municipal councilor and alderman in Emmen, where he was also involved in national party finance. Before his full-time political career, Arends worked in the library sector and as a business controller. He is a Knight in the Order of Orange-Nassau and an honorary citizen of Emmen.
