A member of the Australian Labor Party, she has represented the division of Ballarat in the House of Representatives since 2001. Throughout her career, she has held various ministerial and shadow ministerial roles, including Shadow Minister for Health and Minister for Regional Australia. Before entering politics, she worked as a social worker and in the Australian Public Service.
