Born on January 18, 1966, she began her political career as a member of the Changhua County Council from 2006 to 2014. Throughout her tenure, Chen has focused on local infrastructure, telecommunications regulation, and public safety, including advocating for stricter traffic penalties and enhanced consumer protections against social media scams. Prior to her legislative career, she worked as a lecturer at Dayeh University and the National Open University.
