Before his election as Lord Mayor, he served as the Mayor of Oberrot from 2012 to 2021 and has been a member of the Schwäbisch Hall district council since 2014. Educated as a public administrator, he previously worked as the head of the main office in the municipality of Mötzingen. Bullinger is a member of the Free Democratic Party (FDP).
