Vincent Franco "Duke" Domingo Frasco is a Filipino politician currently serving as the representative for Cebu's 5th congressional district. First elected to the House of Representatives in 2019, he has served as a Deputy Speaker of the House and previously held office as the Mayor of Liloan from 2007 to 2016. Before his political career, he worked as a consultant for Protiviti and managed family business interests. Known for his focus on local infrastructure and land reform, Frasco currently leads an independent bloc in the 20th Congress of the Philippines.
