An Igorot of the Bago ethnic group, he previously served as the mayor of Baguio for multiple terms between 1992 and 2019 and held the congressional seat from 2001 to 2010. Throughout his long career in local and national government, Domogan has focused on infrastructure development, urban rehabilitation, and tourism promotion.
