Emanuel Chris Welch is an American politician and lawyer serving as the 70th Speaker of the Illinois House of Representatives. Elected to the position in 2021, he holds the distinction of being the first African American to serve as Speaker in Illinois history. Representing the 7th district, Welch previously served on the Proviso Township High School District 209 Board of Education. Throughout his tenure in the House, he has focused on education policy, criminal justice reform, and gun control legislation, including the passage of an assault weapons ban. A member of the Democratic Party, he is a partner at the law firm Ancel Glink and continues to advocate for equitable state policies.
