He served as the Governor of Baja California from 2001 to 2007 and previously held office as the Municipal President of Mexicali from 1995 to 1998. A business administration graduate from the Instituto Tecnológico y de Estudios Superiores de Monterrey, he began his political career in the late 1960s and served in various state-level roles, including Secretary of Finance. He passed away on September 23, 2023, at the age of 82.
