Before his appointment as mayor, he was a member of the municipal council and an alderman in Heerhugowaard, where he held portfolios including finance, spatial planning, and social affairs. Oude Kotte studied public administration at the Thorbecke Academie and law at the University of Groningen. Prior to his political career, he worked for ten years as a legal expert and partner at a consultancy firm specializing in environmental and administrative law, and also served as a lecturer and financial director in the private sector.
