Hasan Baltacı is a Turkish politician and engineer currently serving as the Mayor of Kastamonu. Born in Boyabat in 1978, he earned a degree in Geodesy and Photogrammetry Engineering from Afyon Kocatepe University. Before his election as mayor in 2024, he served as a member of the Grand National Assembly of Turkey for the 27th and 28th terms, representing the Republican People's Party. He is noted for being the first social democrat to win the Kastamonu mayoral seat since 1989.
